My B40 lies at a mooring. Because the mooring cleats are back quite a bit from the bow, the mooring lines have a tendency to ride under the hull at the bow, which can happen because of the strong current in the area.  My local mooring guy at Oyster Bay says this could be problematic, but he doesn't have a solution, except to install new cleats nearer the bow, which is not practical. Has anyone dealt with this problem?

I have not had this problem, but a simple solution would be to run the mooring line(s) through the bow rollers and install chafing material where the lines might rub along the leads.  

I usually run a dock line through the mooring pennant's eye, then tie the dock line off on both cleats. I snug the pennant up against the bow tight enough so it can't slip under the hull. Works so far.

i've run into this problem too in strong currents where a few weeks can rub off all of my bottom paint at the bow, not to mention the wax off the hull.

I often run a dock line thru the eye of the pennant, tied to both cleats, with the pennant run over the bow roller. looks just like ASTRAEA's picture except i usually make more of a "V" with the dock lines so I can still get into the anchor locker. and i have a piece of PVC hose to prevent chafe between the dock line and the pennant eye. it works well, however, it is a pain to replace and remove the anchor all the time.

right now my b40 is in newport, ri, and there are several sailboats with Y-pennants that have a possible solution. they have small floats that keep the pennant floating at the surface of the water so that it can't get under the hull. i've seen small little donut floats attached at several points like a string of pearls. i've seen what look like foam "noodles" zip tied all along the Y-pennant. looks like it protects the hull from chaffing too.  i'll be back next weekend and if anyone is interested i can take pictures.

also, has anyone ever thought of installing deck chocks ahead of the toe rails?  not sure about the space and sizing.
