I'm referring to American boaters.

Well, sounds like you know more than I do, but I met a few Americans in Cuba that were there legally, or at least they felt they were. I'd like to read that executive order... send me a link if you have to save me the search. Also, met Canadian/Scottish couple there, who had a book, I wish I had title to, which was written by attorney, spelling out all legal things. Certainly not worth losing your boat over.

Anne, I didn't take my boat, I went as crew on British flag boat that is not subject to Executive order of 2004. I read that a while ago and have to go reread it. It's hurt the Cuban people by stopping many American boats going but there are many Canadians and Europeans of all countries there. Mariel Hemingway is like the United Nations.
There are also many American boaters in Havanna, but I only saw one other American boat elsewhere, and that was on south coast, at Isle of Youth, which is a place I do not reccommend, mostly because it's ugly. The one boat we saw there was a 50 foot Manta from California, just making a couple stops on the south coast on their way to BVI's.
Again, I will reread that executive order of 2004 and give you my take on it. Many Americans are able to get official permission for Cuba, and we met many of them on land that had flown from Miami with US government permission, from church groups, cultural exchanges, medical exchanges. I'm angry Obama is letting this stuff stay on the books, when he could make it disappear with one of his own executive orders.

What cats are going to be used ? one class or a variety ? When I entered Mariel Hemingway channel this past March it was great to see many youth on windsurfers and kayaks !
Legally, as long as Americans have a cultural visa or a sponsor so they don't spend a dime and violate the Trade Embargo, you can go.

Is our government still trying to stop us-cuban traffic by confiscating boats and fining the sailors like they used to a couple of years ago ?
