Five years ago, I had the bottom and keel ground off, the bottom checked for blisters (there were none) and both the keel and bottom epoxy coated. It was sand blasted and ospho prepared.

Two years ago, I hauled and painted the bottom, everything looked good then. 

This past year I had the boat hauled and stored in SE Alaska. Just this past week, the person who is looking after it noticed that big pieces of the epoxy was flaking off the keel. No, I didn't run aground, it's much too far above the lower edge to have been caused by that.

Anyone had similar? If so, what's the best way to fix it?

My keel was sand blasted 15 years ago and epoxy coated. Last spring when it was hauled I noticed the last of the epoxy had come off. Im not sure what to do now. Swantown won't allow sand blasting and a needle gun would take along time. 

Then what to coat it with?

So while I don't have any words of wisdom I'm following and would like to hear what you do.

Do I understand that yours has been flaking off, over a period of some years? 

Mine's never had a problem until now. I suspect that being stored on the hard, with temperatures in the teens may have something to do with it but I'm waiting to hear back from the technical wizards of epoxy.

I may sand blast the bare areas before re-coating. But, i'm also leaning toward just flaking off the loose stuff, coating it with Ospho, then re- fairing the epoxy and a couple of coats of bottom paint.

I'm surprised that Swantown won't allow blasting. I did mine up at CSR, Des Moines. The great state of Washington required that we tented it off but, no big deal there.
